My suggestion was to add a multiplier by 2-4 year winning records. Teams with .750 winning records move up and teams with .250 records or worse move down.

The problem with putting all the top teams in one playoff bracket is the rest of the playoff brackets are meaningless with average to bad teams. And California’s one and only playoff bracket is only half good in the South. The North part stinks. So Cali has 0.5 meaningful and interesting playoff brackets in a state of 1,200 teams. congrats

So GA has no excuses playing FL teams. Their state champs shouldn’t be losing to FL teams who are coached by volunteer teachers.
